I can sell apps,? what I not using anymore and I want some of the monney back.

If you look at the terms of use, no, you cannot sell apps or content - http://www.apple.com/legal/internet-services/itunes/us/terms.html For one thing, you do not own the app, you merely purchased a license to use it.
Your license allows for you to use the app on your own devices or devices you control. the section LICENSED APPLICATION END USER LICENSE AGREEMENT explicitly states
"You may not rent, lease, lend, sell, transfer redistribute, or sublicense the Licensed Application and, if you sell your Mac Computer or iOS Device to a third party, you must remove the Licensed Application from the Mac Computer or iOS Device before doing so."
Ok I understand the terms... But if for example I don't want to use an app because it's not useful for me. And I want to give it vac to the developer for a part of the money what I paid..
No, you purchased a license to use it. If you decide not to use it any longer, that is your choice, but you do not get a refund or partial refund because you decide now not to use it.
