Can an AirPrint Device be set up on Windows then used on an iPad?

I have just bought a Samsung Xpress 2022W printer. It works a treat on AirPrint. A friend has a new iPad Air but has a Windows laptop. Can an AirPrint printer be set up on a Windows laptop and then work with an iPad? (like iTunes)

An AirPrint printer is merely a printer that already has the technology built into it in order to print using an iOS device so that the device does not need to have printer drivers installed. Those same printers can be used with laptop or desktop computers by installing the printer software that comes with the printer.

I have an HP PhotoSmart 7520 that is an AirPrint printer and it works with all of our iPads, iPhones, and MacBook Pro computers that we have in out house - 9 total devices. It works wirelessly with all of them.

The printer should work with Windows PC's or Mac computers as well. My printer does.
