I am unable to download apps on my iPad. I am even unable to update the existing apps. It says unable to download app at this time, retry or done.... It's really frustrating... Is it a problem from apple side because at my side, everything is ok

I have the same problem I'm so mad I spent 7 dollars on NBA 2k and I won't download
The same thing is happening to me except all of the recommendations aren't working. It still isn't allowing me to download the apps.
