If my iPhone 5S is stolen and reset/restored can it still be tracked by find my iphone?

I was wondering that if i loose my iphone IOS 7.0.4 i think, and if the thief restores it, i heard that they wont be able to activate it without my apple ID, which is good but if they connect my iphone to their wifi or put in a sim, will i be able to get the location of where it is connected via the app find my iphone, bear in mind they have reset the phone so the app is deleted?

which cannot be done if FindMyPhone is enabled.

even if I have added my iphone on Find My Iphone and activated it and everything, once the phone is restored

if FindMyPhone is enabled, it cannot be restored without your AppleID/password.
