again my friend i have requested iphone unlocked and approved
almost 15 days waiting the phone is still unlocked

All you should have to do then, if you have waited the 24 hours it recommends, is to connect the iPhone to iTunes, restore the device as new, not from a backup and you should see the Contgratulations, your iPhone is unlocked message on the screen. Why are you saying it is still locked? Have you tried it with another SIM?
If it does not unlock at that time, then you need to contact AT&T again and see if something is wrong on their end.
And has it been more than 24 hours since you received this email?
If yes, try this:
1. Back up your iPhone to your computer
2. Go to Settings > General > Reset > Erase All Content and Settings.
3. Connect to your computer and set up your iPhone. You should receive a message, "Congratulations your iPhone is now unlocked."
because the i did not see this" Congratulation XXXXX" i've tried to insert other sim but itunes sya your saimcard is not supported" doing restore many times puting other sim still itunes says your simcard is not supported
Okay, if you put the old AT&T SIM in the phone and do the restore as new, what happens? As I said, if it will not unlock or see the Congratulations message after a restore as new. then you need to contact AT&T support.

nothing change i've contacted them already they said contact apple but need payment in online ..about call i'm here in the philippines cannot do international call very expensive
Those sites are not very accurate. Call AppleCare, tell them you only want to check the lock status on your iPhone, and give them the model and serial number.
These sites are notorious as unreliable. I would not use them to verify an unlock status.

maybe your right but itunes...every time i restore no congratulation XXXX putting other simcard..always say your simcard in not supported
