iCloud prompting for password

Good morning, this topic has been discussed but not exactly like I am experiencing.

I work for a local city and we have approximately 225 iOS devices. I work in IT and use iPhone Configuration Utility to apply policy to the devices.

The only policy we require is a complex password.

We use a signle email/AppleID on every device that only IT knows and is only used for Find My iPhone. The user creates thier own AppleID and adds it to the device.

Where I am running into an issue is for what ever reason, starting about 2 weeks ago, random users are being prompted for the IT AppleID and will not go away until they bring back to IT to input the password.

I don't want to have to have users bring the device in everytime this prompt comes up. Suggestions as to why this prompt is all the sudden coming up?

Thanks in advance!!!!

Cause of too many devices security kicks in on icloud server. My understanding of icloud -it was never intended for enterprise use. If you would like to find alternative or solution you may want to talk to Apple Enterprise Support department and may have to pay for support a lot.
