Use Settings > General > Restrictions to restrict "installing apps" and "in-app purchase".
Or change your Apple ID password.

If you wan't to Completely Stop the Charges on your Credit Card then remove the Credit Card Information from the Apple Id that is configured on your iPad and iPod, to Change the Payment Method in your Apple Id go through the steps mentioned in the below link.

Select None as your Payment option and you will still be able to Download free Applications from AppStore.
After establishing the Credit Card account (i.e. after you have made purchases), you can remove the credit card information by editing your payment info, choosing "None".
