"Email notice to you that your Apple ID has been temporarily restricted until we can verify your Apple Account details. This is a precautionary measure to safeguard your iCloud Account from unauthorized use." Is this genuine?

You really should not post your email on a public forum such as this. It is a good way to draw these kinds of attacks.

It is a phishing attack

Directions for how to report this to Apple are at https://discussions.apple.com/thread/3866931?tstart=0

You should be, the email is not from Apple (they don't ask you to verify accounts). If you filled in your id and password then change your password immediately by logging into it via http://appleid.apple.com (What to do after you change your Apple ID email address or password - Apple Support) - and if you filled in credit card details get the card cancelled and replaced.
