iphone 5 unauthorized device

After restore my iphone 5 16gb to ios 7.0.6, when going to activate the device, shows a message that says "unauthorized device" under it says"this iphone cannot be activated for service. please contact your carrier or apple care.

I tried to find information on internet but i failed.

That message do not let pass to the springboard. my iphone is unlocked, and dont have problems with the icloud lock/unlock service...

I dont know what to do with it. and if someone knows some information about it or know the solution, please let me know.
