Nobody in these forums represents Apple or any store. If you want to buy something, you will have to contact stores directly yourself or consult their websites.
The website for the online US Apple store tells you exactly what keyboards you can get with the machine you want, and Hebrew is not among them. I suggest you contact an Apple retail store and see whether they could make a special order for you. I doubt you will be succesful, but you never know until you try.
There may be a listing in the MacBook/Air Store (US) page where you can
choose to change the keyboard in a CTO or custom order build, but if not
shown (click in item, see add-on extras) you may have to call Apple Store
or inquire online and ask a representative in their Sales or sales support.

Not sure if the 13" MacBook/Pro offers different options in custom build.
Except some better specs, to some degree w/ retina & extras.

You could order online/phone ask to receive it at Store near where you
will be able to pick it up; or see the Locator page and contact a local
store in that vicinity, to ask if they can get a hebrew keyboard & install
it in a MacBook Air, if so, likely that'd be done at time of purchase.
{as noted this is an unlikely upgrade feature}
