i have my phone unlocked from att and also followed the procedures of back up n retoring it but still the phone is not unlocked. need help

yes i did but i had att sim card in it do i have to use another sin inside while doing this process

ok but i tried putting my new sim card and it displays a message that (sim not valid) the sim card that you currently have installed in this iphone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server this is not a hardware issue with the iphone. please insert another sim card from a supported carrier or request that this iphone be unlocked by your carrier.
so did you follow all the detail ,if so then AT&T haven't completed the process

It isn't stated well in that article but you have to Restore it as a new iPhone, not from backup.
i did that severeal times.
Contact AT&T again, obviously they did not complete the unlocking process on their end if a restore as new is not giving the "Congrats your device is unlocked" message.
