Issues after iOS 7.1 update
The Location Service icon staying forever at the top of the screen after updates with iPhone 4s and 5s. I couldn't change it using setup.
Anyone can help me to solve this problem, please ??

Go to settings/general/restrictions then to location services and turn it off
It happened to me as well. It seems that the location service behavior of some apps are different from before. I found that some apps (including Heyday) is using location service even it is not running, which does not happen in the previous version of iOS.
I did that, but it stops the location of all apps at same time. I had this function activated before and the icon appeared at the screen just when I used some app.
I was wrong before ?
Keeping this function off wouldn't leave the device in an unsafe condition ?
Use Settings/Privacy/Location Sevices... you can identify the offending app by turning off individual apps there. No need to turn it off completely.

As a test, I set all the apps off at location service and the icon stay at the same position.
How come ?
BTW, I turned off a couple things in System Services also. Diagnostics& Usage, Location-Based iAds and Frequent Locations.
Maybe you have a system service switching on?

If you have Foursquare, try switching it off. Just worked for me.

Is the icon you are seeing fully shaded, or an outline. From the bottom of the location services screen:
- grey icon will appear next to an item that has used location services in the last 24 hours.
- an outline icon will appear next to a service that uses a geofence. Apps like Reminders use geofences to notify you when you aiirive or leave these locations
I think I succeeded ! Settings / General / Reset (last menu item) / Reset Location and Privacy. It left everything to factory defaults and then the shutdown Fousquare took effect. I think the bug is on foursquare indeed.

There are a few issues I'm seeing.
I don't know why the Apple Store app keeps using my location, the app is closed and I have no upcoming appointments that they'd monitor my location for checking in. Seems odd, but clearing these up resolves my issues.
After testing fixing both #1 and #2 independently, I found that while #2 was the one that stood out more to me, it was actually #1 (Apple Store app) that was causing the location indicator to remain on constantly. I suspect Apple will release an app update shortly to fix it, until then I've just disabled location services for that app.
I have found that when you turn bluetooth on, the bluetooth symbol and the loaction tracking symbol both display at the same time. When I turn bluetooth off, both symbols disappear at the same time. Is there supposed to be some sort of location tracking involved with bluetooth?
In my case I have narrowed it down to one particular app that continued to use my location services (and as a result depleted the battery a lot quicker than before the update): Mobile@Work (a vodafone app for secure mobile working environment). When i turned off location services for the particular app the location service icon disappeared (and returned immediately when I enabled the service again for the app).
I assume it is a 7.1 bug that is impacting several apps.
