iOS 7.1 Personal Hotspot APN settings won't save on iPhone 4

I am facing a problem, which would be great to resolve. Since I updated to iOS 7.1 I can't set APN setttings for Personal Hotspot in my iPhone. If I go to Settings -> Cellular -> Cellular Data Settings, and I set the APNs(for data+mms) and i go back to save the freshly set APN settings then it saves, but if I touch any fields in the "Personal Hotspot" section (even focusing) and I go back the same way any changed value won't save (e.g. I also change data APN). In the menu "Cellular" there is an option for personal tethering where it just keeps loading and after a ehile it becomes an available option, but if I click on it it displays an error message like: "...contact: Carrier". So I tried everything, I reset my network settings, did 3 full restore(via iTunes, in recovery mode and DFU too). Then finally I downgraded to iOS 6.1.2 and guess what, it started working.. Then I thought it repaired some settings bug which burned in my device and I restored 7.1 in DFU. Now it is not working again. I need the help of community since I need hotspot tethering so hard everyday for my job. Thanks in advance!

Same problem here! Updated iPhone 4 16GB to iOS 7.1 and now i can't use a personal hotspot anymore!

If this really is intended functionality Apples intentions are really weird.


I would understand apple preventing the the use of this functionality on those networks apple has contract with and do not allow the use of personal hotspots.


Now Apple, who actually sells unlocked phones, has crippled the use of these phones on networks not in contract with Apple. Even when the network in case would itself allow the use of hotspot.


By this move Apple prevents the use of service offered by contract between carrier and customer solely based on fact the carrier has no contract with Apple.


When buying my unlocked phone I never saw disclaimer telling me Apple would intentionally limit the phones usability on noncontract networks.


And you see this behaviour being "correctly so". 😮

I think apple made a mistake to feature hotspots in iphone 4, that's why at personal hotspot 5s iphone have no problem. And I thought Apple had also been aware of this issue, but they purposely allow this until later in ios update 7.1.1 is there because they would be embarrassed if the ios 7.1 too quickly switched to 7.1.1. Moreover, this problem has not become warm coverage in the media. But I am sure if this problem were discussed in the media, then apple will not stay silent, they will surely lift the talk.

Today I talked to Apple Care again, and the lady who I spoke with told me that they know about the issue and the PROBLEM IS IN THE IOS 7.1 and somehow they ARE GOING TO FIX IT! She told me that they don't know exactly how this problem will be solved maybe with an update only for devices affected by this problem(7.1.1 maybe?) or not a new update only a hotfix which will only target this problem. Anyone who claims that Apple made this change on purpose should read this post and change their mind...

UPDATE!! after going back and forth with apple and my carrier for the last few days, my issues with mms, imessage is now fixed. it ended when I spoke to an apple senior supervisor and she double checked all the steps I took and sent a ticket up to the "engineering dept". after about 3 hours BAM!! I started getting an influx of mms messages, i was able to send and recieve and all my settings stayed just how they were....so yea this is related to ios 7.1 firmware....I am sure of it...I hope things work out for everyone else soon also. GET ON YOUR GAME APPLE!

I have read a lot here ppl telling is an Iphone 4 issue which is not, because as I have told I'm having same problem with my IPAD 4!!!


And for those who say was made intentionally to get devices from APPLE partners/carriers. That doesn't have sense because wouldn't have any sense keep selling unlocked devices.


What I think mostly of those APPLE partner/carriers are not having that problem because all the APN and MMS setups are saved on SIM CARDS

Same here in Belgium.

Iphone 5s

My provider is Base.

I'm on the line with Apple Support.

If they don't fix this I will sue Apple, let's be very clear about this.

They sold me a product with personal hotspot working and it does not work anymore now.

Both Iphone and Ios 7.1 are provided by Apple.

Personal hotspot is a documented feature of iOs.

Disabling personal hotspot is a breach of contract.

Base is indeed not a partner, but does this give apple the right to block this? NO, it is a breach of contract and if they confirm this as a policy i think i am going to join Carl.


But for the moment i still actually hope it is a bug. I contacted Base and the technical department stated that there has been no changes made to the network or use of the hotspot aswell that they didn't receive anything from apple regarding a policy update Having said that, the response i got from apple care belgium/netherlands, after a couple times of having contact with a senior blabla, was not that helpfull, neither did they gave me the impression they where taking me serious or doing anything about it. They stated that i was the first to encouter/call for that issue. They litteraly said: 'there is nothing else to do'

I agree, this is an address for customer complaints.
For me the case is clear :

- apple support denies it is a bug

- either the carrier (Base) has an agreement with Apple under which Apple has blocked the feature and then BASE has changed the terms of our agreement. In this case I will sue BASE

- either Apple cannot show this agreement and they blocked Personal Hotspot by their own initiative. In that case Apple has disabled a feature of the iPhone and iOS that was advertised as a standard feature of the iPhone and iOS at the moment I bought the iPhone. This is a breach of contract by Apple. In this case I will sue Apple unless they either restore the service or pay for the damages caused by their action.
