iOS 7.1 Personal Hotspot APN settings won't save on iPhone 4

I am facing a problem, which would be great to resolve. Since I updated to iOS 7.1 I can't set APN setttings for Personal Hotspot in my iPhone. If I go to Settings -> Cellular -> Cellular Data Settings, and I set the APNs(for data+mms) and i go back to save the freshly set APN settings then it saves, but if I touch any fields in the "Personal Hotspot" section (even focusing) and I go back the same way any changed value won't save (e.g. I also change data APN). In the menu "Cellular" there is an option for personal tethering where it just keeps loading and after a ehile it becomes an available option, but if I click on it it displays an error message like: "...contact: Carrier". So I tried everything, I reset my network settings, did 3 full restore(via iTunes, in recovery mode and DFU too). Then finally I downgraded to iOS 6.1.2 and guess what, it started working.. Then I thought it repaired some settings bug which burned in my device and I restored 7.1 in DFU. Now it is not working again. I need the help of community since I need hotspot tethering so hard everyday for my job. Thanks in advance!

Same problem here! Updated iPhone 4 16GB to iOS 7.1 and now i can't use a personal hotspot anymore!

Same issue with iOS 7.1 on an 4S in Kenya (Safaricom, the largest carrier). It's really really annoying coz I use the hotspot for work. Apple please fix this!!!

Anyone Who views this issue (I see over 2,000 views and only 50 replies). Please post your device, OS, carrier and country, let Apple really know the extent of this issue so that they can revert whatever it is they changed 😠😠😠😠😠

I may have missed something reading through all the postings, but at this point my impression is that our problem of the parameters of tethering not being retained by the iPhone 4 and iPhone 5 series, (result: we cannot tether using 3G and WiFi) is directly related to our not using Apple authorized carriers who a Hotspot. Of course previous to IOS 7.1, using an authorized carrier to have iPhone service was never, to my knowledge, a requirement. Frankly I doubt it is a requirement even now--the problem seems to be due to Apple's implementation of IOS 7.1 I'd be more than happy to go back to IOS 7.0! but of course that's not a choice Apple offers. So here we are -- stuck.

And I'm f####d, I can't switch back to my old android due to microsim, I can't switch back to ios7.0... And I need internet for work purpose... I can't believe it's a bug well known in beta releases... Apple, I hate you! I bought this expensive phone and now I need to buy a new android phone, this is f#####g unbeliveable! This is insane!

Called Elisa and they pretty much said they can't do anything about it. This seems indeed to be a problem with carrier's not on the Apple's list. That's definately a bug that Apple should fix as it worked fine with ios 7.

Been using personal hotspot feature daily basis so this is really frustrating.
