iOS 7.1 Personal Hotspot APN settings won't save on iPhone 4

I am facing a problem, which would be great to resolve. Since I updated to iOS 7.1 I can't set APN setttings for Personal Hotspot in my iPhone. If I go to Settings -> Cellular -> Cellular Data Settings, and I set the APNs(for data+mms) and i go back to save the freshly set APN settings then it saves, but if I touch any fields in the "Personal Hotspot" section (even focusing) and I go back the same way any changed value won't save (e.g. I also change data APN). In the menu "Cellular" there is an option for personal tethering where it just keeps loading and after a ehile it becomes an available option, but if I click on it it displays an error message like: "...contact: Carrier". So I tried everything, I reset my network settings, did 3 full restore(via iTunes, in recovery mode and DFU too). Then finally I downgraded to iOS 6.1.2 and guess what, it started working.. Then I thought it repaired some settings bug which burned in my device and I restored 7.1 in DFU. Now it is not working again. I need the help of community since I need hotspot tethering so hard everyday for my job. Thanks in advance!

Same problem here! Updated iPhone 4 16GB to iOS 7.1 and now i can't use a personal hotspot anymore!

iOS 7.1.1 update did NOT solve the problem for me!

I'm in Israel, Golan Telecom is the carrier.

After applying the update, tethering is still very much broken.

In the settings, Personal hotspot isn't an option. When I go into Cellular I see a blue link: "Set up personal Hotspot". Tapping it gives me a dumb dialog box: "To enable Personal Hotspot on this account, contact Carrier" and only one button: "Cancel".

Grrrrrrrr

Needless to say, everything worked just fine in iOS 7.0.

ok, reporting from Venezuela.


Both of my IOS devices are back with hotspot:


Iphone 4 factory unlocked with a non official carrier ( Movilnet )
Ipad 4 factory unlocked with an official carrier ( Movistar )


Checked in both ways, both devices sending and receiving hotspot, both worked great


Have not checked via USB or BT yet.


The best of all is I didn't have to fill back the APN boxes on the phone manually, it appeared by itself like it was back with IOS 7.0.6. It was like IOS 7.1 never was there!


Dunno what about the rest of bugs reported by Apple ( something about the keyboard and the rest of stuff... will be checking soon ), but my main concern it is fixed now by the moments.


was to be nice APPLE getting us informed OFICIALLY about they were warned about this and working on it. They ( and us ) were saved from lot of %&$%&%&%$"· and ()=/·" talked from us, creating confidence.

psychoo118 is far from being an apple representative cause he is the initiator of this discussion on personal hotspot problems...


On the other hand you have to read the conditions of Apple SW usage you accept everytime you update your iOS...and you have to thank Apple for the rectification of this bug or error be it was accepted or not...the important is the result and you have your personal hotspot up and running now as all of us...
