iOS 7.1 Personal Hotspot APN settings won't save on iPhone 4

I am facing a problem, which would be great to resolve. Since I updated to iOS 7.1 I can't set APN setttings for Personal Hotspot in my iPhone. If I go to Settings -> Cellular -> Cellular Data Settings, and I set the APNs(for data+mms) and i go back to save the freshly set APN settings then it saves, but if I touch any fields in the "Personal Hotspot" section (even focusing) and I go back the same way any changed value won't save (e.g. I also change data APN). In the menu "Cellular" there is an option for personal tethering where it just keeps loading and after a ehile it becomes an available option, but if I click on it it displays an error message like: "...contact: Carrier". So I tried everything, I reset my network settings, did 3 full restore(via iTunes, in recovery mode and DFU too). Then finally I downgraded to iOS 6.1.2 and guess what, it started working.. Then I thought it repaired some settings bug which burned in my device and I restored 7.1 in DFU. Now it is not working again. I need the help of community since I need hotspot tethering so hard everyday for my job. Thanks in advance!

Same problem here! Updated iPhone 4 16GB to iOS 7.1 and now i can't use a personal hotspot anymore!

I wonder why Apple community specialists have been so silent on this thread. One is left to assume whether its because the issue is disproportionately affecting those in countries that apple could care less about? As Supepelo mentions, Apple should have explicitly mentioned this new feature of not offering personal hotspot to non-authorized carriers. Otherwise, this is grounds for a class action lawsuit given that personal hotspot is advertised as part of the phone but is no longer available to certain clientile due to the ios 7.1 update. If Apple doesn't care about its clientele outside of U.S., Canada, and parts of Europe, I hope it remembers that at the very least, some of the citizens from the countries it does care to respond to live in the countries they pay little mind to and have the capability to organize a class action. Apple needs to make a statement ASAP clarifying whether this is a new (and permanent) feature or whether its a bug they are actively and quickly working on to correct. Once they make us aware of it, we will make them aware of our plans to leave apple or stay, depending on the statment. Apple should remember that they are many excellent non-apple smartphones with tethering/personal hotspots that are on par with the iphone and with less ridiculous stipulations.

As doc.ben already mentioned, the problem occours in Austria too with the virtual carrier bob (iPhone 4, 16gb). Bob officially allows tethering (and tells you on the website how to do the setup on the iPhone). As you all described, the manual settings for the Personal Hotspot in mobile network settings will be ignored, but the Personal Hotspot feature is available. Sadly it will not work if enabled (USB, WLAN or Bluetooth). Today I put my SIM card into an iPad with iOS 7.1 and tethering worked. Therefore I assume it is a bug and not a feature.


I also called Apple Service. The guy seemed to hear from that problem (with iOS 7.1) the first time. He tried to help me, but I already tried all his solutions.


Hope that Apple responds soon. Otherwise I can't use the phone anymore, cause I need that feature.

I'm getting (more) confused. I have an iPhone 5 in Spain with the non-authorized carrier Tuenti and IOS 7.1. The iPhone keeps my settings for Cellular Data but as seems to be the case for everyone else, it doesn't keep the settings for Hotspot. That said, I therefore have no Hotspot using WiFi but have no trouble using Hotspot (with no settings in the Hotspot section of Cellular Data) via USB. I assume this (having a Hotspot when using USB but not having one using WiFi as I did before updating to IOS 7.1) was the case for everyone, but it isn't? Some have no Hotspot via USB or WiFi or Bluetooth? If that's the case, this doesn't seem like a plan on the part of Apple (but if not why doesn't Apple say something! fix the problem!) because it's too buggy.
