iOS 7.1 Personal Hotspot APN settings won't save on iPhone 4

I am facing a problem, which would be great to resolve. Since I updated to iOS 7.1 I can't set APN setttings for Personal Hotspot in my iPhone. If I go to Settings -> Cellular -> Cellular Data Settings, and I set the APNs(for data+mms) and i go back to save the freshly set APN settings then it saves, but if I touch any fields in the "Personal Hotspot" section (even focusing) and I go back the same way any changed value won't save (e.g. I also change data APN). In the menu "Cellular" there is an option for personal tethering where it just keeps loading and after a ehile it becomes an available option, but if I click on it it displays an error message like: "...contact: Carrier". So I tried everything, I reset my network settings, did 3 full restore(via iTunes, in recovery mode and DFU too). Then finally I downgraded to iOS 6.1.2 and guess what, it started working.. Then I thought it repaired some settings bug which burned in my device and I restored 7.1 in DFU. Now it is not working again. I need the help of community since I need hotspot tethering so hard everyday for my job. Thanks in advance!

Same problem here! Updated iPhone 4 16GB to iOS 7.1 and now i can't use a personal hotspot anymore!

Check on iPhone 5 (USA and Hong Kong) and 5C (Hong Kong), iPhone 4 and 4S (USA). All devices are updated over the air. Absolutely the same situation with modem APN.

It seems that this is not a bug. This is a feature.

MTS Ukraine does not block tethering. Thats why I can use tethering with only data settings.

Maybe yours carrier block this function and you need to unable it in your contract. Or/and download the carrier settings package.

olay, so I talked with Apple, they said that the problem should be at my carrier. I phoned my carrier(Telenor Hungary) and I told them my story, they rejected me eith the reason that the problem is with the phone. I took my friends SIM card(T-Mobile) and I put it in my iPhone. Guess what, tethering was available and working.. Then I called my carrier back and told them my experience then they told me that the problem could be that they(Telenor) are not official sellers of Apple and in iOS 7.1 it became more strict, that devices wont connect to these networks. My quedtikn to you is that whether your carriers are official resellers or not. because for example my carrier apn settings are not pre-set in iDevices. :/
