Hi,
I just installed a new hard drive and am trying to reinstall the OS X. When installing, I get the screen that says "Select the disk where you want to install OS X" with no disks to choose from. I checked the disk utility to see that the partition, etc was okay with the HDD. Still no options on the screen. I'm stuck! What do I do now?

if you go over to the Erase tab, is one of the options under its Format dropdown “Mac OS Extended (Journaled)”? If so, select that, give your volume a name in the Name textbox (“Macintosh HD” is typical), and press the Erase… button to reformat your new hard disk using that journaled filesystem.

which filesystem format did you put on your new hard drive via Disk Utility?
I'm not sure what you're asking. I made a bootable USB with 10.9.2 Mavericks. Somehow made my way to getting it to the hard drive and got the installation finally after several hours... In other words, I have no idea what's going on! Haha.

you should format your new hard disk using Disk Utility before trying to install OS X onto the new hard disk. You’d stated in your first note that you’d checked in Disk Utility that the new hard disk’s partition was OK; how did you determine that it was OK, if you have no idea what’s going on?
I've done a lot of googling. Someone in another question said to make sure it said GUID partition table, which it does.

if it has a GUID partition table, then that shows that it’s been formatted. If you go into Disk Utility and select your new hard disk on the left-hand side of the window, and then select the Partition tab on the right-hand side of the window, under “Partition Information” there will be a Format dropdown. Which value is shown next to Format?
Next to format it says Mac OS Extended

if you go back to the Partition tab, is there a message at the bottom of the Partition Information section that states “This is the startup partition. You can’t erase it.”?
