Making phone calls to non-apple users

Using my new IPad (wifi+cellular) how can I make phone calls other than by using Face Time, which I understand can only call people also using Apple devices? There still are a few million people out there who are not yet Apple users! Apps like Skype of course need an Internet connection. I have bought a global roaming SIM card, but need an app that can dial international numbers though a normal carrier.

iPads do not make phone calls.

They only access the data channel, not voice.


You can get VoIP apps such as Skype.

Thanks. Viber looks good but I don't want to be limited to other Viber users - that is similar to the limitation in using FaceTime. I will be travelling in some remote places with no wifi. I want to be able to call landlines - e.g. Hotels, airlines, etc. who would be unlikely to be FaceTime or Viber users. May be I will have to take my old mobile phone as well as the iPAD.
