Why do my apps automatically reopen after I force close them and restart my phone. Even when I use the power and home button to restart.

Could you explain a little better what you mean? What apps are opening when you restart your phone? How are you force closing them? Why do you think they are opening back up?
I double click home button. Slide the app up to close it. Next I press power and home to restart the phone. After the restart when I double click the home button the apps show as being open again. This never happened before I changed to the iPhone 5s.
Did you tap the home button to go back to the home screen? After closing the apps, then tap home to go back to the home screen, then, if necessary, do a reset. It isn't necessary to do this reset all of the time.
Did you ever get this sorted, I've been having the same problem for months, I even deleted some of the apps that kept re opening, but still apps are opening up even ones I hardly ever use, lots no after I have closed them down.

The same issue happens to me with the new IOS. Drive me crazy as I have to close 10 apps every time I restart.
After closing apps and restart the apps are open again
