It appears your brother was 9 years old when he last posted (in 2011) and the terms of use require a person to be 13 years or older to be a part of Apple Support Communities or have a parent's permission.

Probably not automatically since the Hosts have millions of users and thousands of new posts weekly to have to deal with and probably have no mechanism for tracking a single request like this over months/years, though Zach may say otherwise. At the time your brother turns 13, someone will probably need to contact the Hosts again to request unblocking.
