A hint from another thread suggests that temporarily disabling the Windows Firewall may help with the installation of the C++ Redistributable components, of which Microsoft.VC80.CRT is a part.

This worked for me, THANK YOU SO MUCH.. first time this has happen to me upgrading to iTunes 12.1.2, extracted the file from the setup and installed.. now im back up...

I've just had the same issue on Windows 7 with an iPhone 6, iOS 9, iTunes 12.3. Manual installation of all the .msi files solved the problem !!
