iCloud Account Not Verified !!

it's my brother's IPhone 5 .. yesterday he visited us and told me to update his IPhone ..
so, i checked icloud settings and i found that the account not verified .. so, i asked him for the email password so i can verifiy the account ..
the problem is he can't remember the email password ..

now i can't delete the account or even verify it .. and i want to update or restore the device ..
so, my question is .. if i restored the device with unverified account .. will it ask me for that icloud account in the activation process ??
