I use PhoneGap Build. But my macbook not support xcode 5.x but supports xcode 4.5. is any way generate signing PhoneGap Build iOS7 files for via this Lion machine???

MacBook Pro, Mac OS X (10.7.4)

You need to use Xcode 5.1.

Ask in the PhoneGap forums; no support for third-party development tools from Apple.
