I accidentally deleted my iCloud badge app icon from my apps page. How can I reload it ?

What iCloud badge app icon? If you mean for a specific app that is syncing data with iCloud, go to Settings>Notification Center, tap the app, then turn Badge App Icon on.
I'm talking about the iCloud icon itself... In settings it indicates it is on; however it is not. Is there a way to get it to appear?
There is no app icon for iCloud because it isn't an app. It's a service that uses the other apps on your device (contacts, calendar, notes, etc.). It only appears in settings, where you can sign in with your Apple ID to create your account and select the data you want to sync with iCloud.
When you look within the apps that are syncing data with iCloud you are viewing your iCloud data. You can also veiw some of this data on the web by going to icloud.com from your computer.
kind of funny though that you "accidentally" deleted your iCloud icon when there wasn't one to delete in the first place.
