No, I am not a 'controller', I'm just a fellow user (these are user forums, not iTunes Support). To contact iTunes Support go to the URL that's in the message that you are getting : http://www.apple.com/support/itunes/ww
Try resetting its password (and then logging out and back in everywhere) : If your Apple ID has been locked - Apple Support
If that doesn't fix it contact iTunes Support and see if they can/will re-enable it : https://www.apple.com/emea/support/itunes/contact.html
If you don't owe Apple/iTunes any money for purchase(s) its possible you have your app turned off maybe look in settings. I deleted my apps and reinstalled them when this happened to me. However, if you owe apple, it won't install. (I had to wait for 2 weeks to get mine straight).

I won't to have an app account so I can get games and other entertainment,but whenever I try to get in I have to go through a very long process and then at the end I have to put in a code but I don't know the code so if you can have some one call my phone and tell me the code that would be great. What exactly are you being asked for, what does the message/prompt say when being asked for this 'code' ? Is it you credit card's security code ? Are you using 2-step verification ? Or 2-factor authentication ?
Neither do I, and as a fellow user this isn't something I can help with directly. Follow the suggestion above and contact iTunes Store Support via phone, chat, or email. Hopefully you can get it resolved quickly once you are talking to the right team.

I recently accidentally downloaded come type of security for my phone and didn't realize it was recurring payment of $12.74 a month I can't afford that I thought it was free I need to take this off how do I do this please
You do not need an iTunes code, that field is optional. Whether or not you are interested in downloading anything from iTunes, if you want to create an account and are getting a message to contact iTunes Support to do so you should contact them
Your Apple ID might not be disabled for signing in, but perhaps you have an outstanding payment to make to the iTunes Store. If so you cannot download app updates or free content until it is resolved.
