I bought some apps for my iPad and now find that I don't use them anymore. I would like to gift them to a friend who might use them. Is it possible to give an app that I have bought and used to someone else as a gift?

Apps (and any itunes content) are permanently tied to the AppleID used to buy or download them. they cannot be transferred.
No. You cannot gift your Apps to other people. They are forever tied to your Apple ID.
