How to get around the stupid 100 mb download limit on ipad without wifi

Hi. I have a brand new IPad Air cellular + wifi with 128 gb. I also have an unlimited 3G connectivity. But the stupid 100 mb limit has made my life very difficult. Please suggest some ways to download files larger than 100mb without wifi. I am located in India and I have confirmed from my telecom service provider that there is no maximum limit on downloads.

While some people have unlimited data, cellular networks do NOT have unlimited data. Most of them operate pretty close to maximum capacity most of the time (that's why sometimes you can't get a connection). So picture 100 million phone owners updating iOS at the same time, which frequently happens when an update is announced. If that all happened over cellular networks most networks would crash and no one would have cellular service. That's the reason for the limit, which is a requirement placed on Apple by the carriers; it isn't Apple's idea (FWIW, 5 years ago the limit was 20 MB). For an explanation of public good vs limited resources Google "The Tragedy of the Commons," which is the title of an essay written almost 200 years ago, and still applies today.
