Hi. I have a brand new IPad Air cellular + wifi with 128 gb. I also have an unlimited 3G connectivity. But the stupid 100 mb limit has made my life very difficult. Please suggest some ways to download files larger than 100mb without wifi. I am located in India and I have confirmed from my telecom service provider that there is no maximum limit on downloads.

In my experience there is no limitation anymore. I just updated apps with the following sizes:
140 MB
201 MB
164 MB
248 MB
117 MB
108 MB
171 MB
Perhaps there is a limitation somewhere above 248 MB; as that was my largest I wouldn't know.
After the notification of limits, enable flight mode wait 5 seconds and disable and just wait, your app will be down

Getting nowhere.
Gave up, went home, turned on my phone's wifi which is usually off, downloaded the update, turned off my phone's wifi, got back on my car and left, again. That's a bit much , eh?
Now you can't use anymore updating thru ITunes 12.7 and then to your IPhone, the apps management is gone 😟

C'mon Apple just let us download unlimited data size via 4G, this joke is getting ridiculous
If it's an incremental update the content will be downloaded, but if it's the core app i'm not sure it will work
Do you have IOS 11 version ?
Have you tried to download a full app over 300mb from scratch without a wifi ? Can you please try for example the game "Sky Force Reloaded" or "Pages".

OK, it told me that it was over 150 MB and that it may not download until connected to WiFi. And it appears to be waiting. Good clarification; thanks! But note that it was a 150 MB limit, not 100. Odd also that it said "may not."

U reset the ipad and tryagain (1) now download whatever you want and turn on aeroplane mode and off and on then off mobile data and switch thepower button and theicon come into the home screen turn on mobole data and off aeroplane mode and tuch the icon the app will start downloading
Any new ways around this? Apple really should make a toggle switch. I can spend 8 hrs a day watching Netflix on LTE but when I go to update an app I can’t without WiFi. Guess I need to go to McDonald’s and use there WiFi again like I did for the last IPhone update. Or maybe I can try that tethering trick with my tablet that someone mentioned? It’s mostly just a pain in the butt having to work around the WiFi limitation when just about every one has cheap unlimited data these days.

Why? Nothing anyone says here can change the fact that the limit exists. You don't believe that it has anything to do with the carriers. Fine. Submit your feedback directly to Apple (who isn't reading here for suggestions):

You should tell Apple how you feel:
We don't get offended for no reason. This is a technical support forum, and we do get offended when someone come in with a chip on their shoulder in their first post. Which is a reason.
And then posts incorrect information. Apple does not require you to purchase ringtones. They offer it as a convenience for those who don't want to go to the trouble of making their own. But they also provide instructions on how to make your own: https://support.apple.com/kb/PH25022. And you can find other ways to make them with a Google search. Some people's time is worth more than a dollar or two for a purchased ringtone.
