Going back to the question. I have done research and here is what I have come up with. So of the answer to my own question, however due to the amount of interest that this question has sparked, I think I should share my answer.
First of all download the app Phonto. It's free and allows you to import images from your photo library onto a blank canvas.
Then find the image that you want to use as your lock screen. Paste it on to the canvas.
After that add the test onto the image by pressing the image and tapping the 'add text' tab that opens at the top. Add the text you won't e.g "If found please call **********". Change the font to the one you want as well as the size and then press ok.
Your done.
Press save picture and then navigate to your photo in your photos library. Make it as your lock screen and done.
This way is a bit long and can take about 6 minutes if you are including a lot of detail and trying to make it look as professional as I was. However for now it is the best alternative that I can come up with.
If you have any other ideas please feel free to post, however for now I think that this way is the only answer.
make up an image of what you want it to look like. Then take a screenshot (home button, then sleep real quick.) the pad will 'flash', and that image will be in your camera roll. Then in settings, wallpaper - pick that image as your lock screen wallpaper.
there several apps in the store that will let you put text onto a picture. some free, some cost a few bucks.
By far, my favorite is Swipe. but there ae a bunch. read the reviews and pick one you like. That is a handy thing to have on your pad anyway.
I never heard of anyone doing this before but I think you've come up with a great idea. You lose your iPad , an honest person wants to return it. They turn it on and the first thing they see is your name and phone number if you want. That's brilliant.
in fact, i left my pad on the train last week, and got to use find my pad for the first time (in earnest) when you turn it on, you can send a message - like name and number - that will show up on the lock screen when it is turned on and connected to a network.
but leaving it there all the time makes good sense.
Did you get your ipad back?? If you did, I bet you'll never leave it anywhere again.
It is an idea that I have been thinking of for a while. My school has the user names on the lock screens on our ipads however once we change the photo on the lock screen the user name is gone. This made me thing that our user name was just added on top of a photo, not actually installed onto the lock screen. It's something to consider for app developers in the future as I know that some if not all people at my school (and that's 980 students and 67 teachers) will defiantly install it.
I'll add to imobl's answer, if you do submit the idea it becomes Apples property. We get so much complaining on this Forum it was refreshing to see good creative thinking. Plus it's something a person can do to protect their iPad on their own.

I did get the pad back. somebody on the train - the stop after mine - saw it, and stuff in the cover was some paperwork with my address. He drove it over and hand delivered.

You need to suggest it to Apple directly, unfortunately they don't read this forum. Having your name on the lock screen should also cut down on the amount of people unknowingly buying stolen iPads.
I agree I'm not to sure how to contact Apple. Anyway if I do contact them and tell them. I want some credit for it.
