iOS 7 Button Colors

My iPhone's buttons are green with a gray bar for the "on" label. My wife's iPhone has it's buttons green with a white bar. Her iPad has blue buttons with a white bar. Where is the setting to change the button colors?

I found the setting. Look at the button label vertical bars in these two screen shots and you see the one is gray, the other is white. Those are the settings that make the change. So far I have not seen the blue button background again on my wife's iPad. I'll take screen shots of that and post them when I see them next. I feel like a person who claims to have seen Bigfoot!
