format - bold, italics, underline - text in iOS

When composing in Messages and Mail on an iPhone 4s w/iOS 7.1.1 we're supposed to be able to format text by selecting (holding or double clicking) a word and then choosing the "B i u" option from the bar that appears over the screen. Another option offered is Insert Image. For the longest time I wasn't aware these were, in fact, available simply because they hadn't appearer. All I ever saw was Cut, Copy, Paste, Replace and Define. But every once in a great while, one of those will show up, to my surprise. My question is why are those two features intermittent? And is there any way to access them consistently?

Apple : your silence on this, and SO-O-O many other issues that result in fewer user options with every OS upgrade is both deafening and deplorable. It is my observation that nearly all of the features that dominate Forum inquiries were, at one time, available and/or functioning without issue. With every OS upgrade, they have diminished and/or been replaced with an action that defies human understanding. (E.g,: My Music auto play upon USB connection that started when Apple introduced its "Apple Music" subscription service to compete with Spotify, Amazon Music and others - which it doesn't.) It's as if, since Steve Jobs passed, Apple has adopted a policy of "purchase or punishment - the choice is yours. And key indicators such as loss of market share and reduced shareholder value are "baffling'? Why? I expect your Forum moderators will delete this post, calling it a "rant". I took the time I do not, typically, have to write this on behalf of many, many Apple users (aka: "investors" - like myself) because it needs to be said and read. I consider it to be "valuable feedback" to Apple, Inc. I think you should be thanking instead of censoring me for doing so. Now - get to work on these concerns and restore what once set you vastly apart from Microsoft, not "in consort" with it.
