So I should be able to change it here too.
1) What basis do you make this statement? You assume Apple has implement an easy to use method for making the name change. Apple has not implemented such a facility 😢. Apparently, they have a manual way of making name changes which Apple personal use only with reluctance.
2) You can. As explained before, you create a new appleid with the changed screen name. Suggest you create a more generic name. You continue using your old appleid for purchasing things. I believe this is a better way because you are not using your appleid with associated credit card information in these public forums. You may not like this procedure, but it is what apple has provided.
3) I know it *****, but the apple support forums are about the worse forums on the internet. Apple has not demonstrated a desire to improve them.

You obviously have a very limited experience with support forums. That is for those vendors that actually provide a support forum.
Apple is a victim of their own success, they are down to one software company that can run this forum and even they aren't equipped for this size or traffic. As to the issue at hand this is due to using people's Apple ID here which makes changing the alias not a trivial pursuit and not wanting people to constantly change their alias like I have seen on some support sites. What Apple could do for here is to implement (or go back to) using a separate account for the support forum that is not related to the Apple ID.

I just checked to make sure, JiveSoftware Community Software does not have the facility for a user to change their own UserName either. In a question (with no replies) from a couple of years ago about this very thing in their discussions, the OP is clearly an ADMIN that states how easy it is for an ADMIN to do, but wonders why a user cannot do it themselves. Read into the lack of replies what you will, but if the feature is not built-in to the Full version of JiveWare, it was not likely an oversight (security-breach-prophylactic?law-of-unintended-consequences-prevention?etc)
For any who need a visual representation of how busy AppleWebWorld is, one need only have a glance at the SYSTEM Status page (there many "services" that don't show up there - Discussions, Jobs, Manage Apple ID, Support Profile, etc.). Methinks that the "missing" services constitute a "drop in the bucket" comparatively to all the other things going on "behind the curtain".
Adobe which uses Jive allows you to change your screen name. I haven't tried it, so don't know exactly what they do.

Well, write a little front end to the process. Buy from Adobe. Hence, my view of the ASC software.

I think we may all be losing sight of the real reason it should be difficult... changing usernames is confusing to everyone else - here in the ASC - and all the other "public" venues where an Apple iD username appears (phones?) == it is really a bigger deal than "legally" changing ones name in the real world. Like the "math guy" said in Jurassic Park, "Just because you CAN, doesn't mean you should."
I am not convinced that the JiveWare is not capable of being what we would desire it to be. The "removal" of most of the features in the jiveWare Full version is what we are 'missing', and likely the cause of many (or all) of the glitches du jour we see and/or experience. Imagine a Jaguar automobile "stripped down" - wouldn't be like driving a Jag, now would it?
We Apple "Corps" users are the "old guard"... Apple's installed base is the Target Audience here. 😢

I tried helping those peeps too. No matter the link or screenshot I provided they just sat there with their beady eyess pretending not to understand.
I'm not very familiar with slang, especially in a tech support forum - my understanding of "my peoples" is totally different (the way it is used globally, usually by royalty). I'll leave it at that.

Peeps has pretty much faded out as slang referring to people and the primary use is back to the marshmallow animals.
As always there are still people who use it (usually older people) and young people look at them with disdain and pity.
