My podcast was rejected due to tehchnical problem.
Problem was fixed.
When I try to resubmit I get the "the feed has already been submitted" mesaage.
I've changed feed title and feed was accepted.
But I still don't receive any confirmation email neither the podcast get published.

It can take some time - a couple of weeks or more - to get accepted. You should get an email, though it's always possible it went astray or got spam-trapped.

There's no hard and fast answer to how long, though 3 weeks does seem a bit long. You could try searching on the title from time to time, though it takes even longer for the Search to work even after it's appeared in the Store.
