Then you should check for a carrier update if the iPhone is not allowing you to enable the 4G network.

Go to Settings > General > About That will show your carrier version. Call your carrier to see if that version supports their 4G network. If not, you have to wait to receive a carrier update.

Yes, iPhone 5S can use a 4G network.

Yes I use 4g network internet package but cellular setting in my phone can't change to 4g network . 3G is enable on 3g switch button.

If your iPhone 5S is model A1530 (check in the back of the iPhone) and your carrier is one of these:

dtac
TrueMove H

You should access their 4G network if you have contracted this service.

Well, there's your answer: either your carrier doesn't support LTE/4G...but you say they do, or you're using a phone not designed for the country/carrier you are trying to use it with.

iPhones do not support LTE/4G on every carrier, everywhere in the world, only for the country/region they were manufactured for.
