I need to install my back up iCloud info onto a new phone with the same sim in and then erase old phone from my account. How can I do this?

iPhone 4, iOS 7.1.1

When you setup the new phone restore it from the iCloud backup from your old phone.

Then, on your old phone, use Settings > General > Reset > Erase All Content and Settings.
