Open the AppleScript Editor in the /Applications/Utilities/ folder and run:
do shell script "chflags nohidden /Users/" with administrator privileges
You may then need to relaunch the Finder.

Start your computer with Alt + CMD + P + R in order to do a PRAM reset
Then start your computer with CMD + R for recovery partition boot
Launch Disk Utility and repair permissions. Quit Disk Utility and open Terminal (Utilities -> Terminal) and type :
cd /Volumes/Macintosh\ HD (or the name of your partition)
chmod 755 Users
chmod 755 Users/Shared
chflags nohidden Users
chflags nohidden Users/Shared
Restart, normaly everything is back to normal
I have the folder. No issues here.
This works because its shutting off "Find My Mac". Apparently these folders are being hidden because of the iTunes update and not because of the Mavericks update. I've confirmed this on my mac book which hasn't updated mavericks yet. Having the new iTunes and turning on "Find My Mac" hides these folders for some reason.

I tried MorganPetits solutiuon, and it works - but switching "Find My Mac" on again hides the folders again...
An Apple technician contacted me 1 hour ago and asked me to send some logs from my machine - so let's hope they find a solution soon...
