the effects used to for film 28 DAYS LATER

Hi everyone, I thought the effects used in 28 days later was time re-map but it does not seem correct.
Was the frame rate changed to create the staggered motion effect?
any help is appreciated.

Well, it was shot on PAL DV with the Canon XL1...25fps. Plus I'll wager they amped up the shutter speed in the camera for that look. That is what they did with SAVING PRIVATE RYAN during the battle footage.
