It sounds like your phone is not saving your current email password and continues to use an old one. I would start by quitting the Mail app on the phone first:

Double-click the Home button.
Swipe left or right until you have located the app you wish to close.
Swipe the app up to close it.
When you have done that and restart the phone and test the issue again:
iOS: Turning off and on (restarting) and resetting

If it persists I would next remove and re add the email account if it is IMAP with the following article:
Delete the affected email account from your device.
- Tap Settings > Mail, Contacts, Calendars.
- Choose the affected email account, then tap Delete Account.
- Add your account again.

I'm having this problem, too, since changing my password. The phone verifies the new password, but I can't send mail. I when I check my settings, the old password is there again. I really don't want to restore to factory settings - I've fixed this before by staying on the phone with AT&T for an hour, but I don't recall the steps required. The steps above don't work for me. So frustrating because this is a business email, and I can't reply to customers. :/
Tried factory reset, didn't work....
Tried deleting the email account, rebooted, and added it back.... still happens....
No one seems to have an answer to fix this and it's ticking me off to the point I'm considering switching to Samsung as soon as I can upgrade....
I'm not sure what I did, but while the email was "sending" (taking forever!), I reset my password for the 100th time, and it eventually went through.
This is frustrating beyond measure.

It still keeps resetting my password to an old one and it's FRUSTRATING!!!!!!
Have you tried resetting your Network?
Settings>General>Reset>Reset Network
Once you reset network, you will need to re-login to all email accounts, iCloud and also wifi network password.
