I like keeping a very minimal home screen (six folders and that's it). Every time I download new apps, they appear on a second page even though there are plenty of slots left on the first page. I then have to move them back - one by one - to the first page again and sort them into folders. Is this a bug, or is there some reason why it should work like this?

If you have only one page with one item on it, and you download a new app, it creates a second page. That's my issue. It should not create a second page. It should simply deposit the new app after the first item on the first page, but it does not do this.
If you have the entire first screen filled up, but slots available on the second screen, new apps appear in those slots... It doesn't then create a third screen.
The second screen would have to fill up first, unless you move an app to the third screen then new apps would download there.
I'm guessing maybe because of all the folders you have maybe your iPad sees screen one as full and goes to screen two.
The new app always gets deposited last, even if you only have one app per page.
You moved your folders to screen two. Now new apps get deposited after them, they can't jump to the front of the line.
Just the nature of the beast I suppose.

I wonder how many users would be unhappy with a change.
Do you have more than one home screen page? If so, this change (if they make it) will not affect you at all.
One home screen page. Your proposed change will affect me. I like things the way that they are.

I'd like them to remove the dock. I don't need the same four apps on every page. I won't hold my breath waiting though.
Sounds reasonable. Just don't hold your breath waiting for change.
Why don't new apps appear on the first home screen page?
