If you can afford a new one, yes. That kind of damage is not covered by warranty and if it really was run over by a car the damage is probably so excessive that you cannot get the out-of-warranty replacement service price. Service Answer Center - iPad - http://support.apple.com/kb/index?page=servicefaq&geo=US&product=ipad <-- enter correct country in drag-down menu once on page. -->

"An iPad that is ineligible for warranty service may be eligible for Out-of-Warranty (OOW) Service. For example, an iPad that has failed due to damage as result of an accident is ineligible for warranty service but may be eligible for OOW service. However, certain damage is ineligible for OOW service, including catastrophic damage, such as the device separating into multiple pieces, and inoperability caused by unauthorized modifications. "

Do you have AppleCare+ ?

"AppleCare+ for iPad will extend the hardware repair coverage to up to two years from the original purchase date of the iPad, including up to two incidents of accidental damage from handling, each subject to a service fee."
