Google Chrome seems to be causing my rMBP 2013 to heat my fan up and it gets super loud also. This seems to be the major issue with Google Chrome and whenever I tried the SMC reset it seems to be fine for awhile and then it starts up again, which is very annoying! Please help if anyone figured out to fix this issue permanently.

The videos likely use Flash (YouTube does) which is CPU intensive and thus increase heat generation. In addition, After using Chrome for a while, the Google Helper service runs at high CPU. To resolve that, periodically close and relaunch Chrome.

Yes. Permanently uninstall Google Chrome.
Most YouTube videos are available in HTML5 and do not require Adobe Flash Player.
I use Chrome and no issues but the fan will increase if watching video for a period of time no matter what browser you use.
does your mac heat up and fan run a loud noise? Mine seem to run a loud noise while watching 3-5minute video in fullscreen...😟

I have a Mac Mini which may run coloer than your laptop. Last night I watched a fill screen YouTube video for 8 mins. My fan speed only increase from 1750 to 1850 and the CPU temp by about 10 degrees F. You may want to hear from others using a laptop as I'm sure the cooling efficiency is less.

Yes, as well as everything else as notoriously inefficient as Google Chrome. Complaints on this site regarding Chrome's performance on Macs are common.
Google has yet to demonstrate the ability to develop OS X apps that don't suçk. If you elect to use poorly engineered products, you must accept the detrimental performance effects they will cause.
I would like to know exactly what it is about Chrome that is causing issues. I find it better than Safari. My guess is that if people have issues it is because of some software issue just like many people have with Mavericks do to some incompatible software that will not work with Mavericks. I have used Safari, Firefox and Chrome and can find issues with all of them!
Now you know why Apple didn't want to use Adobe Flash on iPhones and iPads. It's a resource hog and dramatically rundowns batteries.

Perhaps a lot of people would, but no one but Google can do anything about it, and given the amount of time they have had to develop for OS X one can only assume they are not interested.
Google's business model depends on amassing personal information so that they can sell it to advertisers. They have zero interest in the hardware used to do that. If your Mac gets hot or its battery only lasts for three hours while running Google Chrome - or Adobe Flash Player for that matter - it's not their concern. Since most of their products are not running on Apple hardware, they have little motivation to change.
