So can you help me about it? And how can I get the Icode.

Explain a little better what you are referring to when you say it is blocked. Are you seeing an error on the screen? What exactly is the error? There is no such thing as an Icode, so we need more information to try and help you.
The iphone was formated by my friend. buy is was not complated. The iphone is need Apple ID and password. But I dont remember them. How can I reset my apple ID and password. Now I have new apple id and password. But the new id and password are not supported ** iphone. How can reset and get icloud ?
If your device is locked because you do not have the Apple ID and password needed to activate it, you will need to try and recover the old Apple ID and password used to activate the phone. You can start by going to http://iforgot.apple.com and try to recover the Apple ID and/or password, or you can contact Apple Care for assistance with that after asking for Account Security. If you cannot recover the Apple ID and password, you will not be able to activate the the phone. That is a feature of Activation Lock.
You should return it to the person or place your purchased it from. If you cannot get the original Apple ID and password, then as the link that the above poster provided shows, the device will be useless to you and you will not be able to activate it. Creating a new Apple ID and password will do nothing for you. You need the original to activate the device. Even a restore cannot remove this requirement.
You need to contact with the person you bought the phone from to have them remove the phone from their iCloud account.
