My mom bout me a iPhone 4 and it has and pass code lock on it. I do not know the owner and can not get in contact with them. Is there any possible way that I could bypass the lock screen and gain access to the phone? If I took it to the carrier could they unlock it ? If I factory unlock the phone could I gain access. Please answer these questions for me , as soon as possible.

Carrier lock has nothing to do with the passcode lock. ONLY the owner can unlock it.
Are you sure it is not stolen?
Why would you not be able to contact the owner of the iphone? Your Mom just bought it from that person.
