How do I limit bandwidth usage for users on my network?

When I click on the time capsule in airport utility, I am able to see all the devices connected to my network. I need to able to monitor and limit bandwidth on a per user basis. In other words if I see a user abusing the network, I'd like to be able to cap his bandwidth or kick him off the network.

A Time Capsule (or any Apple router) has

No QoS

No throttling

No bandwidth control

No quota

No static routing

No SNMP (for AC models)

No Logs (for v6 utility).

No ethernet clients are shown.

Apple is slowly getting rid of all controls. Eventually I think they intend it to be featureless, and without controls whatsoever.

Buy another router and use the TC at what it is good at.. switch.. yes, it can do that.. Wireless AP.. yeap.. and Network hard disk.

You can buy a $70 router that will do what you want.. TP-Link WDR3600

Even better if you flash it to gargoyle firmware.. but I am not allowed to post the details.. You will have to google for it yourself.
