How Do You Report A Person

Believe me, Apple know about it and are doing all they can. It's extremely difficult to deal with, as the perpetrators keep creating new IDs and using odd lettering to get round the existing filters in the forum software. Part of the problem is blocking this sort of content without also blocking innocent users, and whatever filter is added there is usually a way round it. The posts are removed as soon as possible, though the perpetrators have observerd that nothing is done during the overnight period in California.

The team are working on solutions; in the meantime more senior posters can and do report the posts when they appear so I'm afraid all you can do is wait it out.

When a person reaches level 2 they gain the ability to report posts.

As noted, the Apple people who moderate the forums are well aware of the problem. No one likes it, believe me.

Just keep doing what you have been here and give it time. You have 110 points and will get to level 2 when you have 150.
