The serial number is C3*****CP9. I have iOS 6.1.6. I'm not offered the iOS 7 upgrade. I just reformatted and lost Skype to this rift, so yeah... any advice? Apple says my device is compatible. Thanks.

Because you have a 4G iPod
As Apple said in June, iOS 7 is not compatible with the 4G iPod.
All the iOS devices compatible (iPhone 4 and later, iPad 2 and later, and 5G iPod touch) with iOS 7 have at least 512 MB of memory (RAM). The 4G iPod only has 256 MB
To download a compatible version:
Starting when iOS 7 was released, Apple now allows downloading the last compatible version of some apps (iOS 4.2.1 and later only)

App Store: Install the latest compatible version of an app
You first have to download the non-compatible version on your computer. Then when you try to purchase the version on your iPod you will be offered a compatible version if one exists.
1. You have a fourth generation iPod touch. It doesn't have enough RAM to run iOS 7.
2. Sync it from an iTunes library, or click here and follow the instructions.

strangely they offer skype for ipad and skype for iphone, but i dont see much mention of ipod. I was changing over from my old @mac.com address so my purchase history isn't available...
apparently they removed the old version about a month ago from the store. does that mean I'm at a dead end?

Then I as said before, download Skype for iPod on your computer and then try redownloading directly to the iPod by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
Make sure you use the same ID for both
