Find My iPhone Activation Lock- Removing a device from a previous owner’s account.

Unless your uncle can remember his Apple ID and password you have a useless iPad. If he is the original owner, then he can take to your local Apple Store along with proof of purchase such as the receipt, and they can help remove the lock.
