I am unable to login on iCloud on my iPhone 4s with my Apple ID as the error msg showing The maximum number of free accounts have been activated on this iPhone ..plz help

Error msg the maximum number of free accounts have been activated on this iPhone showing while signing in on iCloud on my iPhone 4s as I purchased a second hand iPhone

When you get a used phone, you should restore to factory settings

then update to current ios

then restore with your backup
