HI. I can nolonger update my OS. Any PDF reader I can still download to read PDF on my old iPAD?

The bottom line is that you must have the newer version of the app to begin with in order to download an older version of the app.
You can download the latest version of the app in iTunes on your computer or any other iOS device that can run that version of the new app. Then go to the purchased tab of the app store on your iPad. Try to download the latest version that you just downloaded on the computer or other iOS device - and you will be given the option to download an older compatible version of the app. This only works if the older versions are still available from the developers.
